For the past one month, the most debated issue in Gilgit-Baltistan is on the Land Reforms Act to be brought by the Gilgit-Baltistan government.In the first phase, after a lot of discussion on this topic in the assembly and the bureaucracy, efforts are being made to take the stakeholders into confidence through the Assistant Commissioners.The crux is that the Islamabad government wants to seize the lands, mountains and minerals of the local people of Gilgit-Baltistan through this act.
In recent years, whenever there has been a massive public protest against the Khalsa government in Gilgit-Baltistan, the government changed the name of the law and tried to create a new law for the large-scale land acquisition. Public Action Committee and Nationalist parties have also started raising voice against this expected legislation.
Nationalist parties, legal experts and civil society said that Gilgit-Baltistan is a legal part of Jammu and Kashmir and Jammu and Kashmir is a disputed territory in the light of the Constitution of Pakistan, Pakistani court decisions and international laws and Pakistan has a transitional and supervisory status here. But Pakistan has no legal capacity to tamper with the demography of Gilgit-Baltistan.
It is argued that the state subject rule remained in place in Indian-administered Jammu and Kashmir until 2019. In Jammu and Kashmir administered by Pakistan, the state subject rule is still in place today. While in Gilgit-Baltistan, the Pakistani government started to disturb the state subject in 1954 and started settling the people brought from Pakistan inside Gilgit-Baltistan which affected the demography of that region. KPK’s Pathans took over the mineral business of Gilgit-Baltistan. Big businesses like Petrol Pumps, China Trade and Timber slipped from the hands of the people of Gilgit-Baltistan to Pakistanis.
Pakistanis from Gilgit-Baltistan got domicile and received education from professional institutions on the quota of local people of Gilgit-Baltistan and Pakistanis started getting big government jobs instead of local people getting it.
Legal experts, nationalists and civil society are of the opinion that Pakistan wants to take possession of 20% of the lands of Gilgit-Baltistan through the proposed Land Reforms Act. However, this time this law has met with a lot of resistance from the local population.
The minerals of Gilgit-Baltistan are already owned by the Minerals Department of Pakistan and all the minerals are leased to non-local companies. Pakistan wants to take possession of about 20% of the people’s uninhabited lands once again.
The Pakistani Chief Secretary, Secretaries, Commissioners, Deputy Commissioners and Assistant Commissioners are also trying to make the Land Reforms Act law. Awami Action Committee Baltistan and Awami Action Committee Yaseem has strongly protested and refused to accept this black law, while the Hunza Kal Parties Conference, the youth of Constituency Three and the civil society of Ghazar have all rejected this initiative of the government and the people of Gilgit-Baltistan demand to stop the process of changing the demography of Gilgit-Baltistan by immediately restoring the rule of law otherwise there would be severe protest.
Nationalist parties and civil society have appealed to international organizations to stop Pakistan from bringing such black laws.

Chairman of Baloch National Movement, Dr. Naseem Baloch, speaking at an event on the occasion of the 52nd regular session of the United Nations Human Rights Council, said that China-Pakistan alliance is not only a threat to Western interests, but this alliance is a threat to the basic human rights of the Baloch people. It also directly attacks rights.
The conference was organized by Non-Governmental Organizations (NGOs) working in consultative capacity with United Nations agencies for freedom of conscience, associations and individuals.
He said in his address that ever since Pakistan occupied Balochistan, the people of Balochistan are struggling to lead a normal life. Pakistan’s oppressive actions have threatened the livelihood, culture, traditions and languages of the region. Majority of the population of Balochistan lived in the mountains and depended on herding for their livelihood. However, with the escalation of military operations, their livelihoods are at stake, and they are forced to leave their mountains and villages.
Chairman Dr. Naseem severely criticized China-Pakistan’s so-called Economic Corridor and said that earlier, Pakistan was involved in human rights violations alone in Balochistan, but now China has also stepped up its pressure. It has allied with Pakistan to implement the One Belt One Road project, part of the China Pakistan Economic Corridor (CPEC). The forced implementation of the project has resulted in the displacement of thousands of local people living along this route in Balochistan. To pave the way for CPEC, many villages were burnt and many military camps and posts were established in the name of protecting Chinese interests. The Sino-Pakistan alliance not only threatens Western interests but also directly attacks the basic human rights of the Baloch people.
He highlighted the current situation of human rights violations in Balochistan and said that only in February 2023, 39 cases of enforced disappearance were reported, including two women Rashida Zehri and Mahal Baloch. Mahal Baloch was first subjected to enforced disappearance and then she was falsely accused of being a militant. She was abducted along with her mother-in-law and two baby girls, and all of them went missing for more than 24 hours. She was produced in court a week later. Similarly, Rashida Zahri was abducted along with her husband and children. Although Rashida was released after 11 days of torture, her husband Rahim Zahri is still missing. Another heartbreaking incident in Awaran area,occurred in Gishkore where Bakhsh Maskan was called to an army camp and brutally tortured. After his release, he succumbed to his injuries and died.
Dr. Naseem described Pakistan as a threat not only to the region but also to the world. He said, ‘it is important that the United Nations and other international powers around the world identify and address the root causes of insecurity and loss of human life and formulate a comprehensive policy to combat them. The region can never achieve security and stability as long as Pakistan is not driven by fanaticism and terrorism. Will continue to nurture and support terrorism. Pakistan’s policy of creating and using religious militant proxies has resulted in the empowerment of most uncontrolled militants and Islamic extremists, which ultimately poses a threat to world peace. Pakistani-trained extremists have carried out terrorist attacks from Europe and the Middle East to India. The civilized world must support nations and local movements fighting against this dangerous religious fanaticism. Nations like Baloch, Sindhi and Pashtun are struggling to save centuries old secular civilizations from the clutches of religious extremists. The international community should take notice of this urgent problem and support the efforts of freedom fighters in the region.
He further said that Baloch are struggling against Pakistan’s ideologically Islamic army and its religious proxies to protect their liberal and secular values. Now he said is the time for the international community to recognize that the problem of Balochistan is not only regional but a global problem. The world should support the Baloch people in their fight for freedom against Chinese domination and growing Islamic extremism. As a global economic and political power, Europe has a responsibility to hold Pakistan accountable for its actions in Balochistan. Generalized Scheme of Preferences (GPS Plus) Agreement Pakistan demands to uphold and respect human rights laws and values. He said ‘We urge Europe to not only bring up the dire situation in Balochistan at the next meeting, but also to hold Pakistan accountable for its actions. Baloch people have suffered a lot’.
Two innocent Baloch youths sentenced to five years in prison by Pak backed Anti Terrorism Court (ATC)
Saqib Zaib and Farhad Sajid, two Baloch victims of enforced disappearance by Pakistani forces, have been sentenced to five years in prison.
CTD has said in a statement that two youths who were taken into their custody have been sentenced by the court. According to CTD, Saqib Zaib alias Shaheek and Farhad Sajid alias Chakar belonged to BLA (Baloch Liberation Army) and have booked them on charges of terrorism. The court sentenced them to 5 years in prison. According to CTD, he was arrested in April 2022.
Saqib Zaib Sarpara, son of Haji Nisar Sarpara and Farhad Sarpara, son of Haji Noorullah Sarpara, went missing after being detained by Pakistani forces from Quetta in February 2022 from Haji Noorullah’s house.
On the night of 12 February 2022, Pakistani forces raided a house in Quetta Faizabad and took Saud Sarpara, a 10th grade student, and Sudis son of Haji Nisar Sarpara, a 11th grade student, into custody and disappeared.
Similarly, on 7 February the forces raided the house of Haji Noorullah Sarpara and took one of his sons, Farhad Sarpara, and Haji Nisar Sarpara’s son Saqib Sarpara into custody. From Haji Nisar’s house another son Haroon Waleed son of Haji Nisar was also forcibly disappeared. Four months later the missing youths were handed over to the police in Kharan and Chaman, including Haroon, Sudis Ahmed and Muhammad Aqib. Kharan and Saqib Zeb and Farhad were handed over to the police in Chaman, Haroon, Sudis and Aqib were released from police custody on June 18 and returned home.
Mama Qadeer Baloch, Vice Chairman of Voice for Baloch Missing Persons, an organization active against forced disappearances in Occupied Balochistan, said that Pakistani secret agencies are abducting and martyring innocent children by using CTD as a shield.
Mama Qadeer said that ‘the agencies have started a new trick but CTD’s lies are now clear, the state’s narrative on forced disappearances and abduction of women has always been false’.

The hunger strike camp set up by the Voice for Baloch Missing Persons for the recovery of forcibly disappeared Baloch persons in Quetta, the capital of Occupied Balochistan completed thirteen years and six months recently.
Over the years various political and social activists have visited and participated in the hunger strike camp in which recently Salman Baloch, Saeed Sulaiman, Yasir Baloch, Rashid Baloch and others came to the camp and expressed solidarity with the bereaved. VBMP Vice Chairman Mama Qadeer Baloch spoke to various delegations. He said that in the neo-demographic occupation, the Pakistani armed forces always target the unarmed people as a soft target for mass repression and they leave no stones unturned to exploit the people using targeted operations, custodial killings as well.
Mama Qadeer Baloch said that two Baloch children were sentenced in the past few days by the Pak forces who filed illegal cases and falsely claimed that they belong to an armed organization and now they have been detained by CTD. He said that ‘it is fabricated, Saqib and Farhad were forcibly disappeared by Pakistani forces last year and now they are claiming their arrest last month’.
He said that CTD is now being brought to the fore after FC Force’s inhumane acts and brutality in Balochistan.
POGB leader arrested for protesting against illegal land grab by Pakistan military construction company (FWO)
In Pakistan-occupied Gilgit-Baltistan, Pakistani forces arrested a local leader and booked several others for speaking out against FWO, a Pakistani military construction company.
According to reports, the Pakistan Military Construction Company (FWO) in Hunza is occupying land in various areas and putting up its signboards, against which the local leaders are strongly protesting and they pulled down several signboards.
Former Awami Workers Party ticket holder Sakhi Asif and ex-MLA candidate was arrested by the forces, after which the people staged a dharna in front of the police station in Hunza Gochal.Reports are that a FIR has been filed against several individuals by the Pak Army’s military construction company FWO.
‘Pakistan:End arbitrary detention of Mahal Baloch’, Amnesty International
Amnesty International has demanded the Pakistani authorities to immediately release Mahal Baloch in accordance with international human rights law.
Amnesty International wrote in its letter to the Pakistani Interior Minister that it is extremely concerned for the security of Mahal Baloch.’We are writing this letter to you out of concern, a 28-year-old Baloch woman has been forcibly detained by the Counter-Terrorism Department (CTD) from Quetta for more than a month without any charge. It is tantamount to deny civil and human rights’, the letter said.According to the text of the letter, keeping Mahal Baloch in prison for a long time without proving her guilt is a violation of international human rights.
Mahal Baloch, was forcibly disappeared from Quetta last month after the forces raided Mahal Baloch’s house in Quetta and detained her along with the children and other women of the house and kept her in custody for several hours. She was held on physical remand for 7 days, which is a violation of fair trial protections enshrined in international human rights law. The Amnesty letter states that Mahal was produced in court four times without being charged, the CTD requested an extension of her remand, which is illegal and shows the CTD’s arbitrariness, until the authorities prove the allegations against Mahal Baloch that her detention is in violation of international human rights law. She should be released and given a chance for a fair trial.
Pakistan bans history books in POJK
History books of Jammu and Kashmir have been banned in Pakistan Occupied Jammu & Kashmir and book depot owners have been fined.
The local residents have called the process of banning history books of Jammu and Kashmir state, sealing bookstores and imposing fines on shopkeepers as very shameful and a clear violation of basic human rights, freedom of speech and writing.Efforts to stop the sale of books providing information about the Kashmiri state under the pressure of the foreign occupier, Pakistan is an act of anti-state and a part of the conspiracy against the interests and future of the two and a half million residents of the state.
The residents ask as to how long will the administration of the state continue to be a part of the process of prolonging the illegal occupation by going against the state’s interests? People of different schools of thought said that the occupier condemns these cruel and basic human rights plots to distort the history, identity and culture of Kashmir and divide it on a permanent basis. It is the basic right of every citizen to know about the history and past, present and future of their state.
‘A forced & scripted confession was recorded from Mahal Baloch’, Mama Qadeer
In Quetta, the capital of POB, a hunger strike camp of VBMP continues in front of the Quetta Press Club for the recovery of Baloch forcibly disappeared persons. The camp has reached 4990 days where both male and female political and social workers belonging to different walks of life have participated in the hunger strike.
On this occasion, VBMP Vice Chairman Mama Qadeer Baloch said that Pakistan’s tactics have been exposed, ‘an innocent Baloch girl Mahal Baloch has been suffering torture in the state prison for over a month. What kind of violence is being done? He said that they held a press conference with the family of Mahal Baloch in the past few days, in which her family said that they are facing severe pressure from the state institutions. Mama Qadeer said that if the courts are not able to prove anything against Mahal then clearly CTD is resorting to lies and forcing them to confess, which comes under the category of state coercion. Mahal Baloch was taken on physical remand three times continuously.
Mama Qadir Baloch further said that the state institutions have been using different tactics to prevent people from raising their voice against the state oppression, forcibly disappearing people, killing them and throwing their bodies in the deserts, beating up their families and using different methods. He said that ‘the state is worried about our continuous struggle for peace for thirteen years, that’s why they are taking our names, even though our struggle is peaceful, democratic and clear. And they are unsuccessfully trying to sabotage the peace struggle of Baloch through parliamentarians, but this struggle is a great struggle of thousands of forcibly disappeared persons and martyrs. Thus it is impossible to end it’.
Pakistan restricts the movement of Afgan refugees in the country
Pakistan has made a new policy for Afghan refugees.They have decided to ban the transfer and movement of Afghans.According to sources, Afghan refugees will not be able to move anywhere freely and the movement of Afghan refugees will be subject to registration in police stations. Entry from city to another will be required now. While Afghan residents have to inform the concerned police station first. Sources further said that it has been made mandatory for Afghan residents to inform the police station about their purpose and address of going to the new city. The purpose of going to another city and the address they will be visiting will also have to be shared with the police station.For this purpose separate centres will be made inside each police station.The Afghans and refuges will have to return on the expiry of their visas or residence permits.
Moreover, few days back Pakistan UNHCR had issued an advertisement for voluntary repatriation of Afghan refugees from Pakistan to their countries.As per the UNHCR policy, upon voluntary repatriation one member of each family will get $ 350.
Press conference in Quetta by family of forcibly disappeared Shah Fahad
Nadia Baloch, sister of Shah Fahad, who was forcibly disappeared from Kharan area of occupied Balochistan by Pakistani forces, while holding a press conference at Quetta Press Club, said that FC Colonel Kharan and his camp have been threatening them since the disappearance of her brother. Vice-Chairman of Voice for Baloch Missing Persons Mama Qadeer and Hawaran Baloch were also present on this occasion.
Nadia Baloch said that her brother Shah Fahad, age 22 was forcibly abducted by CTD from their house in Babu Mohalla Kharan on 16 March 2022 in the presence of eyewitnesses . ‘Instead of rescuing my brother, we are now being threatened and harassed so that people don’t speak up’, she said. Meanwhile, mobile phones, phones, 70,000 rupees and other valuable items were stolen from thier house on the pretext of investigation. She said that Fahad had been forcibly disappeared earlier as well along with their elder brother Ghulam Farid on 26 August 2016. Shah Fahad was just fifteen years old at that time, he was released after a few days and the elder brother was released after three years of enforced disappearance.
Nadia said that her family is being harassed by constant state repression. She accused FC Colonel Kharan of calling the camp and threatening them not to name CTD in the enforced disappearance of Shah Fahad. ‘We have used all the means of the law and the Constitution to recover our brother, have been continuously appearing in the commission and courts, have adopted all democratic and legitimate methods of protest, participated in the ongoing protest sit-in in the red zone last year’. Finally, she appealed for her brother Shah Fahd to be brought to light if he has committed any crime or is accused of any crime according to the law of the country.
